The Old Lyme Harbor Management Commission
April 9, 2019 Regular Meeting


ATTENDANCE

Regular Members Present: Mark Beatty, Robert Falaguerra, George Finley, Bill Harris, John MacDonald, Mike Magee, Jeff Meinke, Tom Meyer, Harry Plaut (ex-officio), Steven Ross, Richard Shriver (alternate)

Absent:  Teri Lewis (alternate), Mike Mackey (ex-officio)

Guests:  None

Chairman Steven Ross called the meeting to order at 7:02 PM.  

Secretary Mike Magee will take minutes due to the absence of clerk Mary Ellen Garbarino.


REPORTS
a.       Clerks Report:  Approval of Minutes
Robert Falaguerra moved to accept the minutes of Meeting March 12, 2019, and Bill Harris seconded the motion.  SO VOTED.

b.      Correspondence
Steven Ross reported that the HMC had received a letter from DEEP regarding their dock repairs at Long Island Sound Headquarters.

c.       Treasurer’s Report:  Approval of Report for March 2019
Bill Harris presented the Treasurer’s Report for March 2019.  The Treasurer’s Report was accepted.

d.      Matters Relevant to the HMC at the State Level
There was nothing new to discuss.


APPLICATIONS FOR DOCKS
There were no new dock applications.


CURRENT BUSINESS
a.       Member Appointments
There is an opening for one Alternate Member.

b.      Pilgrim Landing – Mike Magee
Mike Magee reported that the stump will be removed by the Public Works Department.

c.      Dinghy Dock – Mike Mackey
Steven Ross will install the new rollers and axles with bolts when the docks are in water.  

d.      Public Access Site – West Bank of Lt. River and Halls Road
The contract with Docko for the design and permitting of Water Access Project has been approved and signed. First Selectwoman Bonnie Reemsnyder sent it with a letter of application to release funds to Joe Salvatore at CT Port Authority.

e.      Draft of Mooring Inspection Checklist and required procedure.
This is still in the works, waiting upon Mike Mackey’s recommendations.

f.      Transition of permit issuance and inspection report record keeping from Mike Mackey to Tom Meyer
Tom Meyer presented his “flow diagram” for the process of Mooring Applications and Inspection Reports.   There was a discussion of how the applications would be sorted by Tom Meyer, checks would be forwarded via folder left in the HMC mail slots to the Treasurer, and the applications in a folder to the Harbormaster for sign off.  The HMC will no longer issue permit numbers for the buoys, instead the HMC and Harbormaster will rely on the annual issuance of a color coded yearly (dated) issued permit sticker. The HMC felt that the annual permit sticker was more effective in the identification of permit compliance.

g.      Status of obtaining stickers to be mailed with approved permits annually to be affixed to mooring floats – Teri Lewis
The stickers are completed, and the final bill for payment was approved. The new permit stickers will be sent out with Harbormaster signed and approved applications. The Harbormaster was asked to return stickers he had obtained.  The Chairman required all permit stickers to be sent out by Tom Meyer (permit coordinator) after applications are approved.

It was decided that annual permit fees should be paid in a more timely fashion than what occurred in 2018. The Chairman requested that Secretary Mike Magee draft a letter to Old Lyme Marina requesting payment for 2019 mooring fees by June 15.


COMMITTEE REPORTS
a.      Harbor Master Report Harry Plaut and Mike Mackey
Harry Plaut gave his report which is included in writing at the end of these minutes.

b.      Report from Kayak Launching and Storage Committee
The committee felt the state launch ramp on Smith Neck Road would present a good area for ADA access for kayaks.  A general discussion was held as to whom is responsible for this type of project. Mike Magee reported on his conversations with the state official in charge of the states launch ramps. John MacDonald was of the opinion that the HMC and the Town of Old Lyme should let the state take the lead on any projects involving state owned and managed boat launch ramps.

Steven Ross and John MacDonald would like the Committee to draft a letter to Mike Payton at DEEP requesting that the State provide ADA kayak launch at Great Island Ramp.  Letter to be approved by the HMC and sent from the HMC.

Harbormaster Report from Harry Plaut (April 2019)

March 13th:
Helped Labella with application for mooring permit

March 14th:
Went to Marine DEEP Headquarters, pick up 2019 boating guides, vessel ID stickers, and 2019 marine patrol guides

March 16th:
Met with Bob Guimond, educated about mooring requirements and explained why he had to pay a fine

March 18th:
Requested email forwarded to Steve Ross

March 22nd:
Received shipment 2019 boating guides from DEEP

Spoke to Scott Mitchell Old Saybrook Harbor Master about Musgrave mooring and our new
policy regarding the use of stickers to mark mooring balls

Went to town hall to pick up ID stickers for mooring balls, dropped off 2019 boating guides as well

2019 boating mag delivered to Teddy’s, Easy Mart and gas station at Sound View

March 28th:
Called by Matthew Cook, wanted information on where he could moor his 30ft sailboat and inquired about permit

April 1st:
Met with Rick Frascarelli explained and gave 50 ID stickers for kayaks at Point of Woods.

April 3rd:
Attended Law Enforcement Seminar in Rocky Hill CT. Learned about boating under the
influence, accident investigation and reconstruction, patrol, handcuffing techniques, boarding of vessels and many other elements to marine patrol in CT.

April 5th:
Issued permit, re-inspection of mooring for Bruce Dowd, received check for permit and issued 2019 sticker for mooring ball
